Through the Florida Housing Finance Corporation, the City of Hialeah receives funds for the administration of the State Housing Initiatives Partnership (SHIP) program with the goal of preserving affordable homeownership and multifamily housing in Hialeah. Funding for this program was established by the passage of the 1992 William E. Sadowski Affordable Housing Act.

This program serves extremely low, very low, low income residents of Hialeah and is used to fund emergency repairs and residential rehabilitation. Houses in deplorable condition can also be demolished and reconstructed through the SHIP program.

The City of Hialeah strives to make a difference in its residents' lives in helping families out of unsatisfactory living situations due to awful or even dangerous housing conditions. Residents of Hialeah that are presently in these dire conditions are encouraged to review their eligibility and apply for the SHIP Residential Rehabilitation Program.
