Council Vice-President • José F. Caragol

Council Vice-President José F. Caragol was born in Havana Cuba where he received both elementary and high school education at Belen Jesuit School.  Afterwards, he graduated from the University of Havana with a Jurist Doctorate degree.

Jose Caragol came to the United States in 1960, and began working at the United States Department of State, Security Office, Miami, and United States Courts, as a Certified Interpreter.  Jose Caragol was a college professor at Biscayne College, St. Thomas University and Florida Memorial College, teaching Constitutional Law, Criminal Law, and Civic courses.  In 1975, José completed the Cuban Lawyer Program at the University of Florida, Gainesville, Florida.

For over three decades José Caragol served as interpreter for several International Seminars and Programs under the auspices of the United States Drug Enforcement Administration, the United States State Department and the United Nations. These seminars were held in several Latin American countries. For over twenty years, Jose Caragol assisted as an interpreter at the City of Hialeah Council Meetings, Planning and Zoning Meetings and as Public Information Officer for both the Hialeah Police and Fire Departments.

José Caragol proudly served the City of Hialeah, for over two decades, as the person in charge of Protocol and Public Relations Affairs for the Office of the Mayor.

Jose Cargol’s unique hobby is aviation. When he was 15-years old he crashed in Varadero Beach while flying as co-pilot with Lt. Masmontet of the Cuban Air Force.  While turning an AT-6 Texan, number 109, the wing touched the water and the plane crashed.  He survived with not even a broken bone.  Although the plane was loaded with full artillery, none of the bombs or machine guns discharged in the crash. 

Councilman Caragol is married and has four children and three grandchildren.
