The City of Hialeah has developed a comprehensive Citywide Stormwater Master Plan that is all-inclusive. Plan development was phased in a manner that provides the necessary engineering evaluation and design culminating in project construction until the entire City is addressed. This pay-as-you go approach makes maximum use of Stormwater Utility fees, solicits cost sharing with other governmental agencies, and minimizes the potential need for bonding stormwater infrastructure costs.
Phase I, a pilot project in Section 11, provides flood relief and stormwater runoff pollution control using swales and interconnected french drains that ultimately outfall to the Miami River Canal. This $3.2 million dollar construction project is the first to be built with Stormwater Utility fees and partial funding by the South Florida Water Management District. The project area is approximately one-half square mile containing a mix of light industrial, commercial, single family, and multi-family land use. This project was completed in July 1998. Phase II consists of a 6.5 square mile area in the southeastern part of the City bounded by W. 12th Avenue, 33rd Street, E. 12 Avenue, and Okeechobee Road. The area includes a major portion of the industrial strip on the East Side of the City, single and multi-family land use, and commercial properties. Phase III utilizes the experience gained in Phases I and II to provide improved stormwater management to the remainder of the City. Both flood control and stormwater runoff pollution controls are part of this continuing effort. |
