Special Magistrate

The Special Magistrate is invested with the statutory authority found in chapter 162 of the Florida statutes to hear code enforcement cases. This Florida statute provides the legal procedures by which a special magistrate presides over the quasi-judicial code enforcement process and identifies the special magistrate’s powers and duties. The Special Magistrate has jurisdiction to hear violations of all codes and ordinances of the City with most cases arising out of violations of the City's housing, landscaping, property maintenance, building, zoning and sign codes, and ordinances to maintain minimum health, welfare and safety standards. The Special Magistrate is authorized to hold hearings and impose fines, liens and other NON-criminal penalties against violators. Administrative hearing will take place at least once a month.
