A message from Annette Quintana, Director of Grants and Human Services:
The City of Hialeah Department of Grants and Human Services provides programmatic, fiscal, and operational management for a multitude of federal, state, and local grants for various services in Hialeah, including city beautification, cultural enrichment, economic development, affordable housing development, homelessness prevention, infrastructure improvements, renovations, and much more.
Additional responsibilities for the Grants Department includes oversight of any funds issued to other City departments, such as Streets, Parks and Recreation, Construction and Maintenance, Education and Community Services, and Police, with regard to the implementation of a number of grant programs that supports our city.
Our Department also strives to assist other departments with achieving optimal compliance with their respective grants. As an example, our department authored a new Policies and Procedures Manual specific to the implementation and execution of the Edward Byrne Memorial Justice Assistance Grant (JAG) from the U.S. Department of Justice to assist the Police Department in achieving compliance with their grant requirements.
In the event of natural disasters and other states of emergency, the Grants Department maintains a seat in the City of Hialeah Emergency Operations Center to provide supplementary guidance with FEMA grant related matters. The Grants Department has a history of helping the City maintain compliance with federal regulations necessary to recover funds expended after disasters such as Hurricane Wilma, Hurricane Katrina, most recently, Hurricane Irma, playing a vital role in the City's post-storm recovery efforts.
The Grants Department also maintains responsibility for reporting Hialeah population data for the U.S. Census Bureau on behalf of the City of Hialeah. As well, the Grants Department annually renews the City of Hialeah's Entity Registration through the federal System for Award Management (SAM), which is required, along with the Census data, for our municipality to receive additional federal funding year after year; this funding, as delineated in the comprehensive list of programs below, provides a bevy of social services, infrastructure improvements, etc.
